November 22, 2017 will make three years since the shooting death of 12-year-old Tamir Rice. Much of the conversation following his death focused on the role of the Cleveland police officers, on the mere seconds between their arrival at the recreation center and the fatal shots fired and on the four minutes that followed as the officers stood by, refusing to offer medical assistance as Tamir bled out. The conversationsa also focused on the fact that neither officer would face criminal charges.
