Former Congressman Beto O'Rourke has announced a plan to legalize marijuana and repair damages done to communities of color through the War on Drugs.

O'Rourke's proposal would include granting clemency to those currently serving sentences for marijuana possession and creating “Drug War Justice Grants” to those formerly incarcerated for nonviolent marijuana offenses in state and federal prison. These grants will be completely funded by the federal tax on the marijuana industry.


“We need to not only end the prohibition on marijuana but also repair the damage done to the communities of color disproportionately locked up in our criminal justice system or locked out of opportunity because of the War on Drugs,” O’Rourke said in a statement given to Blavity. “These inequalities have compounded for decades, as predominantly white communities have been given the vast majority of lucrative business opportunities, while communities of color still face over-policing and criminalization. It’s our responsibility to begin to remedy the injustices of the past and help the people and communities most impacted by this misguided war.” 

The Democratic presidential hopeful's plan would attempt to create equity in the marijuana economy by issuing licenses to produce, distribute or sell marijuana to minority-owned businesses, as well as those disproportionately impacted by the War on Drugs, including individuals who have previously been convicted of marijuana use or possession.

O'Rourke is not the first of the Democratic candidates to call for the legalization of marijuana, with all of the party's major candidates supporting the change.

The former Texas congressman recently brought more attention to himself after pledging to take away AR-15s and AK-47s during the third Democratic debate.

The candidate is slated to participate in a Reddit AMA Thursday regarding his proposal and further plans on the War on Drugs, as well as make an appearance in Oakland, California to discuss his ideas.
