Released surveillance video of officer Andrew Delke fatally shooting Daniel Hambrick, a black man, as he ran away has sparked the Nashville NAACP to ask the FBI to launch a civil rights review of the police department, the New York Daily News reports. In the video from July 26, Delke shot the 25-year-old who had his back turned while running away. The incident concerned a traffic stop where police were searching for stolen vehicles. Daniel was stopped due to driving in an "erratic pattern," per police. 

The Tennessean recently reported in July Delke was not wearing a body cam, and his police car did not provide dashcam video. 

"If there ever is a case of premeditated first-degree murder, this is it. This is it," noted Joy Kimbrough, who serves as the Hambrick family's attorney. "He stops and takes his time and makes sure he gets a good shot."

 “I have an emotional reaction and a professional, procedural reaction,” retired Seattle Police Chief and criminal justice reformer Norm Stamper told Raw Story. “My emotional reaction is, this is a classic example of a police officer who appears not to have much respect for the sanctity of human life. A white cop shooting a fleeing black man … and there are all kinds of questions about the gun.”

According to NBC News, Nashville Fraternal Order of Police President James Smallwood noted, "It is our firm belief that Officer Delke acted reasonably under the totality of the circumstances."

In an official statement, Vice Mayor Sheri Weiner has called for Police Chief Steve Anderson to step down and for the city's police department to use bodycams going forward. Activists have also asked Nashville Mayor David Briley to remove Anderson from his post. 

While the investigation is ongoing, Delke has been taken off of street patrol and assigned to administrative duties. 

"I just want justice for my son," said Daniel's mother, Vickie Hambrick, during a press conference. "That's all I'm asking. And for all the young black guys and young women, I want justice for them. I love them all."
