Following the Starbucks controversy, the Philadelphia Police Department has unveiled new procedures for handling trespassers.

According to the Philly Voice, a review showed the department did not have proper protocol in place to handle trespassing calls. The new policy gives officers a specific set of guidelines to follow before making an arrest.

Under the new rules, before an officer can arrest a potential trespasser, the officer must attempt to de-escalate the situation. The person must also be told they are not allowed to be in the establishment. The officers must also be present to see the accused trespasser refusing to leave when asked.

The policy also discourages business owners from inappropriately calling the police.

“While business owners may exclude persons from their establishments, they cannot misuse the authority of police officers in the process,” an excerpt obtained by Trib Live says. “Such misuse may lead to a technically lawful arrest, but can create the appearance of improprieties on behalf of the officers and the department.”

Commissioner Richard Ross says the policy is an example of the department’s dedication to diversity.

“We've made a lot of progress and will continue to do so as we explore and implement new practices that reflect the importance of diversity, public safety and accountability,” Ross said.
