The family of 30-year-old David Jones will receive a $1 million settlement from the City of Philadelphia for the police-involved shooting that claimed their loved one's life.

According to the Philadelphia Tribune, city officials and family members met Friday to announce the settlement for the 2017 shooting. The announcement, however, was not an admission of liability on the city's part.

“The shooting death of David Jones was a tragic incident, and I hope this resolution will begin to assist his family in moving forward after what they have been through,” said Mayor Jim Kenney in the joint statement.

Former Philadelphia police officer Ryan Pownall stopped Jones for riding on a dirt bike when the two got into a scuffle. CBS Philadelphia reports Pownall stopped and frisked Jones, claiming he acted oddly. He found a handgun on Jones, prompting the tussle.

Pownall attempted to shoot him, but his gun jammed, giving Jones enough time to run away. The handgun fell out of Jones' pocket, and Pownall shot him in the back, despite Jones not being a threat to him. For that very reason, a grand jury found the shooting unjustified.

Pownall was charged last month with criminal homicide and is currently held without bond.

“My administration remains steadfast in its commitment to ensuring all people in our city receive fair and equal treatment at the hands of law enforcement officials,” Mayor Kenney said.

In a statement, City Solicitor Marcel S. Pratt said the family hoped to come to a settlement "without the need for a civil lawsuit, which would have caused the family to relive this tragedy and the agony of their loss through a potentially lengthy litigation process.”

In addition to criminal homicide, Pownall is also charged with possession of an instrument of crime and recklessly endangering another person.

“His (Pownall’s family) will at least get to see him, even if they visit him in jail,” the victim's father, Thomas Jones, said. “I don’t want to sound cold, but if it was the other way around I’m sure they would say the same thing.”
