This week highlights Historically Black colleges and Universities investments as it is the anniversary of America’s Rescue Plan.

On Monday, the Department of Education announced a state-by-state rubric breaking down the distribution of over $2.7 billion in funding for HBCUs.

The American Rescue Plan serves as a potential relief for higher education while President Biden’s Build Back Better plan is still in progress. The Higher Education Emergency Relief Fund (HEERF) has helped with funding over the past year.

According to UniversityBusiness, although community colleges are no longer included in Build Back Better efforts, they have received more than $10 billion through HEERF instead of HBCU’s who have accrued over $2.7 billion from the federal government.

Whitehouse.gov shared that the infusion of federal funding and some of the country’s largest HBCUs is a vital part of the Biden-Harris Administration’s equality efforts for all students. This funding also assists other American Rescue Plan funds for colleges and universities with a Black student population. The American Rescue Plan requires half of these funds to be directed toward financial relief to students.

Trailing behind the coronavirus relief legislation, HEERF funds are already used by colleges and universities across the country. Montclair State University (MSU) and Penn State University (PSU) are using HEERF to keep students afloat after the pandemic interrupted thousands of students’ plans to graduate or stay enrolled due to lack of financial help.

MSU has poured $13 million in February into students’ pockets while expanding the Institution’s COVID-19 plan, such as filtration on campus. PSU is giving more than $17 million from its HEERF III pool to students to cover soring semester expenses.

“Many of our students continue to experience financial hardship as a result of the pandemic, so we wanted to create an opportunity for any student to have access to relief funds should they be in need,” Wendy Lin-Cook said, Montclair Vice President for Enrollment Management.
