Randy Rodriguez-Santos, 24, has been arrested and charged after four homeless men were killed and one was critically injured in Manhattan’s Chinatown, reports ABC7 New York.

Rodriguez-Santos, who is also homeless, reportedly used a 15-pound metal pipe as a weapon when he attacked the men. In addition to murder, he has been charged with attempted murder and unlawful possession of marijuana.

Police say the suspect has been arrested 14 times, according to ABC7 New York.

Michael Baldassano, Chief of Manhattan South Detectives, said there is no evidence yet that suggests Rodriguez-Santos targeted people by age, race or other categories.

“The motive appears to be, right now, just random attacks,” said Baldassano.

The victims were attacked in their sleep, reports the local ABC-affiliate. The oldest victim was 83 years old.

The New York Times reports Rodriguez-Santos was working in construction before he became homeless and started smoking crack cocaine, according to an interview with one of his former neighbors.

The Times reports that there are 79,000 homeless people in New York City. The area where the attacks occurred may be getting worse crime-wise because more younger homeless people with mental health issues and drug addiction are coming to the area.

Some of the blame for increased homelessness is falling on New York City Mayor Bill de Blasio. He reportedly pushed for a $1 billion initiative to address mental health, but the program has been slow to open new shelters and help get people off the streets, according to the Times.

Cities like Los Angeles have also struggled to lower homelessness rates, as Blavity previously reported. Other places like Atlanta are seeking to address their homelessness issues by raising more money for the cause.
