One of the most powerful Democrats in Virginia has apparently become a target of the Trump administration, with the FBI raiding the state’s Senate leader’s office. The move has many questioning whether the raid is retaliation for Virginia’s recent push to redraw congressional lines to favor Democrats, and coverage of the raid by Fox News has raised concerns that the conservative news agency may have been tipped off about the operation in advance.

On Wednesday, FBI agents raided the Portsmouth district office of Virginia state Sen. L. Louise Lucas to conduct a court-approved search.

The Associated Press characterized the raid as being part of a “corruption probe” but reported that the FBI wouldn’t comment on the nature of the investigation.

Fox News was on the scene during the raid, with correspondent Alex Hogan saying that the FBI told her the agency was executing “court authorized criminal search warrants.” Fox reported on X, formerly Twitter, “Multiple people on the scene are reportedly being taken into custody as agents move through the area.” Fox also noted that the office being searched “sits near several cannabis dispensaries Lucas has been associated with, adding another layer to the investigation.”

Lucas, 82, is a mainstay in Virginia Democratic politics, as well as the CEO of a Portsmouth business that provides services for adults with intellectual disabilities; Lucas also opened the Cannabis Outlet in 2021. In the 1980s, Lucas became the first Black woman to serve on the Portsmouth City Council, and she has risen through the ranks of Virginia politics. She is currently president pro tempore of the Virginia Senate, the first Black person and first woman to serve in that role. Lucas was an instrumental figure in the effort by Virginia Democrats to push through a successful state referendum that approved a plan to redraw the state’s congressional district lines to favor Democrats, part of a wave of redistricting kicked off by President Donald Trump.

Lucas taunted Trump and Republicans when the Virginia redistricting measure passed, posting a Fox News quote image of her saying, “You all started it, and we f**king finished it.”

Questions remain concerning the raid and investigation

Don Scott, the Democratic Speaker of the Virginia House, questioned the motivation behind the raid, writing on X:

“Given the politicization of this administration — an FBI led by Kash Patel and a Justice Department run by President Donald Trump’s former personal attorney — I think people should take this with a grain of salt and allow the facts to come out before jumping to conclusions.”

Scott noted, “There is far more theatrics and speculation than actual information available to the public” concerning the justification for the raid. He also questioned the news coverage of the FBI operation at the Portsmouth location.

“How was Fox News, a national media outlet, first on the scene? Did they know about the raid beforehand? If so, who approved that? And what more information is there about what this raid was actually about? Virginians deserve answers before anyone rushes to political conclusions.”

The FBI raid against Lucas’ office comes as the Trump administration continues to target political foes of the president; former FBI Director James Comey was recently indicted on criminal charges after a judge dismissed a separate federal criminal case brought against him in November. However, preliminary information indicates that the investigation against Lucas may precede Trump’s current stint in the White House. CBS News reported that a source familiar with the investigation said the probe began under the Biden administration and is looking into potential bribery concerning Lucas’ dispensary business.

Even if Trump isn’t the source of the investigation, many are concerned that the administration may be biased against Lucas, given her friction with the president. Journalist Carol Leonnig told MS Now that a source informed her that Lindsey Halligan, Trump’s personal lawyer who previously served as interim U.S. attorney for the Eastern District of Virginia, had been “pressuring and pushing” federal prosecutors in that office to bring charges against Lucas ahead of this year’s midterm elections.

There are many unanswered questions concerning the nature of the investigation against Lucas, the impetus for Wednesday’s FBI raid, and what will ultimately happen with the investigation into the Virginia Democrat. But given Lucas’ recent political victory against Republicans in Virginia and Trump’s tendency to target political foes, it seems all but certain that any potential case against Lucas will be highly politicized as the midterm elections draw closer.
